Companies with direct access to suitable preparation facilities can enter into a contract with COREPLA to start a business in recovery of plastic packaging waste.
Are there plans to supply Plasmix via auctions?
Yes, in 2022 COREPLA starts with an experimental project for the supply of PLASMIX via online auctions on a quantity limited to a maximum of 15% of the available annual quantity.
What requirements must a plant meet to work with COREPLA?
The plant must meet technical standards (equipped with a shredder, screen, iron remover, etc.), hold all legal permits covering specific processes, and therefore comply with the minimum requirements laid down in the document “Basic requirements for preparation plants”.
Can the contract be signed before obtaining the waste treatment permit?
No. Before applying to work with COREPLA, the preparation plant operator must have completed the permit process and therefore already hold a valid waste management permit containing at least the EWC codes 191204, 191212.
What items should be included in an offer submitted to COREPLA?
The offer must include the following services:
- transport of Plasmix from the production site to the preparation plant;
- preparation of Plasmix to transform it into alternative fuel;
- transport of the alternative fuel to the final destination plant;
- gate fee for access to the final destination facility.
Do I need to have valid contracts with R1 recovery facilities?
Yes. The operator of the alternative fuel preparation plant must have R1 recovery operation contracts for the alternative fuel produced. Final plants for R1 recovery operations can be either cement plants or efficient waste-to-energy plants (the reference is note 4 of Appendix C of Legislative Decree 152/2006), i.e. gasification facilities.
Is a disposal contract required for the waste produced from the preparation?
Yes. The plant must demonstrate that it has signed a contract with a disposal facility where it will deliver the Plasmix processing residues.
Can COREPLA request information on the other source streams used?
Can COREPLA access the plant for checks?
Yes. Verification that the contract is being executed properly is essential for traceability of materials. The plant operator must guarantee access during normal working hours to COREPLA staff – or third parties appointed by the Consortium – at any time and without prior notice. COREPLA must also have knowledge of stocks available at the plant using the attached “Inventory” form (form being updated, soon available online), to be completed by the third party appointed by the company or, at the Consortium’s request, directly by the operator.
Can other preparation plants be used than the one stipulated?
No. the alternative fuel must be prepared exclusively at the plant specified in the contract and transported directly to one of the authorised R1 recovery destinations.
